Consultation begins on Fire and Rescue Services merger

THE Fire and Rescue Service in West Sussex starts a 12-week public consultation tomorrow (July 14) to seek the views of the public, businesses and staff on its potential merger with East Sussex Fire and Rescue Service.

The consultation is being launched with public meetings in Crawley, which is also tomorrow (Thursday 14th July), and Worthing, which is on Tuesday 19th July.

The Crawley meeting is in the The Fire Service Training Centre (the ex-library building), Northgate Avenue. The Worthing one is in Worthing Library, Richmond Road. Both start at 7pm.

Throughout the consultation Fire Officers will be attending County Local Committee meetings, open days and public events. They will also hold specially arranged forums for partners, businesses, the voluntary sector and members of public. Feedback can also be given online, by post or phone.

West Sussex County Council and the East Sussex Fire Authority (ESFA) have been examining options for closer collaboration between the two Fire Services to see if it would improve performance and protect frontline services from the financial pressures on public sector spending.

The latest business case suggests a full merger under a new combined fire authority for the whole of Sussex provides the best opportunity to make savings of £3.8 million while safeguarding services to the community.

There are no plans to close any fire stations in the merger.

The consultation will run from July 14th – October 6th. ESFA is also consulting on the proposed merger and both ESFA and the County Council will consider the feedback and a final business case before making a final decision at separate meetings in December.

County Fire Officer Max Hood hopes as many people as possible will take part in the consultation.

He said: “The pressures on public spending mean all local authorities are working to find ways of providing essential services with reduced budgets.

“A merger would see a significant change in the management and support costs of the Fire & Rescue Service in West Sussex. It could also mean we can protect fire stations and the other frontline services that people need.

“We’re still waiting for details on the future funding from the government before the business case on a possible merger can be completed, but it’s also important to listen to the views of local people before a final decision is taken.

“I hope as many as possible will attend the meetings and public events to speak to Fire Officers, read the consultation document or seek information via the websites before giving us their feedback on the way forward.”

Pete Bradbury, West Sussex County Council Cabinet Member for Public Protection, said: “Our priority remains to provide excellent fire and rescue services to our residents.

“In the current difficult financial climate, we believe this innovative approach of merging the fire services of East and West Sussex and Brighton and Hove could enable us to continue to deliver excellent services and improve our operational capability, while reducing back office, management and administration costs.

“The views of the public are important to us and I hope residents, businesses, organisations and stakeholders will participate in the consultation. No decision will be made until the results of the consultation have been considered.”

Tenants get back to the future

FOUR lucky families are now back in their newly retrofitted eco council homes following an extreme green makeover set to massively reduce the properties’ CO2 emissions.

The Crawley Borough Council homes are four of just 86 across the whole country which have been fitted out with innovative materials rarely used in regular house building in a bid to reduce their carbon emissions by 80 per cent.

The work is thanks to Crawley Borough Council’s successful bid to the Retrofit for the Future competition run by the Technology Strategy Board which saw a near half million pounds reward to retrofit the homes in Furnace Green, Langley Green, Pound Hill and Three Bridges.

Councillor Lee Gilroy, Cabinet member for Housing, said: “This project is really exciting; it shows us and the rest of the UK what materials can be used in social housing to help meet CO2 reduction targets.

“The outcome will be very interesting and could help lead to a cleaner, greener future for Crawley residents.”

The properties chosen for the green makeover represent the mix of homes found in the town; two 1950s pre-fabricated buildings, a 60s shuttered concrete terrace and a more standard brick construction with a cavity wall.

All the homes chosen for the Retrofit project were energy inefficient and were losing heat through walls, windows and leaks in the fabric of the buildings.

Amy Hammond, a full-time mum of three who lives with her husband Mark in Hastings Close, Furnace Green, is absolutely delighted with the results.

She said: “It’s amazing, it’s like being on Extreme Makeover. So much has been done it feels like a brand new home, although it still feels like home to us.

“Before it was terrible; we had mould, damp and it was draughty. Whenever the kids got ill it went to their chest. I think this is going to make a really big difference. It’s been warm lately but the temperature has always been perfect in here.”

Son Tommy was also over the moon, adding: “I thought it was really nice, it feels really cosy.”

The modifications were carried out by Crawley Council’s contractors, Wates, with the support of project partners Keegans and ECD Architects.

Materials used include a range of insulation like Spacetherm and Nanogel, LED lighting, micro-combined heat and power (CHP) boilers, triple glazing and solar panels.

The micro-CHP boilers will be controlled by an intelligent device which learns the tenant’s occupancy patterns and comfort preferences to suit different lifestyles; they were also left with a range of highly energy efficient kitchen appliances.

Monitoring energy use, temperatures and humidity levels is being carried out by the Energy Saving Trust for comparison with the other pilot projects across the country on a publicly accessible database.

The green homes are expected to save the tenants hundreds of pounds (reducing annual combined gas and electricity bills of £800 to around £100, for example) – as well as tonnes of carbon emissions.

The move towards seriously eco-friendly social housing will take Britain a step closer to its target of an 80 per cent reduction in household energy use by 2050.

Paralympic Open Day at K2 Crawley

With a year until the London 2012 Paralympics get underway, K2 Crawley is hosting a special event featuring many sports which will take place during the Games.

Free activities including boccia, new age kurling, table tennis, athletics and archery will all be available on the day. The events will be wheelchair accessible and anyone aged over five can take part, including adults.

The free fun takes place on Saturday 20th August from 10am-1pm. No booking is required, just turn up and join in.

Tyler Paul, 18, from West Sussex, won a bronze medal in wheelchair table tennis at the International Wheelchair and Amputee Sport Federation World Junior Games in Dubai earlier this year and will be at K2 Crawley during the morning.

The open day has been put together by Crawley Borough Council, Crawley Wellbeing, Freedom Leisure, Chase Fitness and Dynamic Adventures.

K2 Crawley is the only approved Paralympic training camp venue in Sussex.

Top Athlete Dame Thompson Thanks Crawley MP For Supporting Key Disability Group In Parliament

Local MP, Henry Smith, has met with one of our top athletes, Dame Tanni Grey Thompson, who thanked him for joining and supporting the All Party Parliamentary Group on Disability.

Henry said:

“It was an absolute pleasure to meet with top British athlete, Dame Thompson, whose inspirational example has shown so many people living with a disability that determination and hard work is all that is needed to reach the top; whatever the challenge.

“Having spoken with a number of local residents with disabilities, I am keen to involve myself more thoroughly in working towards a cross-party consensus on supporting those with disabilities. I want everyone to know that anyone can make it.”

Crawley’s Bike Week a big “Success”

An impressive 52 riders turned out for Crawley’s family bike ride on Sunday, the hottest day of the year so far.

The cycle route started at Oriel High School in Maidenbower and took riders to Nymans gardens in Handcross where they enjoyed free entry to the National Trust site.

The route followed National Cycle Route 20 and was part of Bike Week which ran from June 18-26.

The week also saw Crawley Council team up with Ahead Cycles to offer The Bike Doctor, free health checks for bikes followed by a 10 per cent discount on repairs at Ahead Cycles.

Bike Buddies also ran from Three Bridges Station at 8am from Monday to Friday helping people learn the best routes to Manor Royal and K2 Crawley, also helping them gain confidence on their bikes.

Councillor Lenny Walker, Cabinet member for Leisure and Culture, said: “There was more to do in Crawley this Bike Week than ever before. The family bike ride was a great success and a good way to discover new parts of Crawley as well as visiting a nearby National Trust property.

“Bike Week has given more Crawley bike owners the skills and confidence to get out on two wheels this summer.

Crawley MP Joins Bewbush Primary School Children For Pond Dipping

RSPB Pulborough Brooks hosted a visit from Bewbush Community Primary school and Henry Smith MP for Crawley as part of a UK-wide initiative to get every child outdoors.

The event was in response to a call from teachers for more outside facilities to ensure all children and young people have the opportunity to learn outdoors and have contact with nature. Henry Smith came to see first-hand the benefits contact with nature brings and also heard from teachers how valuable these experiences are educationally.

Henry Smith said:

“My family have always enjoyed our visits to Pulborough Brooks as a fun and informative day out. Giving children a better understanding of the environment is essential for their education and I commend the actions taking by Pulborough Brooks to ensure that more children from across Sussex have access to such outdoor facilities.”

The Reception class (4 – 5 year olds) spent the day taking part in a variety of hands-on activities. Including pond dipping for creatures such as water-boatmen, pond skaters and dragonfly nymphs; mini-beast hunting for bugs and beetles in the woods, and then finishing off with a sensory exploration of nature in the wildflower meadow.

Henry Smith added:

“My thanks, as ever, to the RSPB for their work – it was great to accompany pupils from Crawley on their visit. The Government’s Pupil Premium which has seen an extra three-quarters-of-a-million funding given to Crawley schools was designed to allow such enhanced educational experiences.”

Today’s initiative comes in response to new research, commissioned by the RSPB, from Ipsos MORI, that asked teachers what would encourage them to do more of their teaching outdoors (note 1).

After additional funding, primary teachers said that the thing they need to do more of their teaching outdoors was greater access to outside classrooms and outdoors facilities.

Hayley Riley, Early Years Leader from Bewbush Community Primary School, said:

“I believe that it is vital for children to explore nature through firsthand experience. Our school firmly believes that children should have as many outdoor experiences as possible to enrich their learning.

“Children should be given the opportunity to explore different environments. Places like Pulborough Brooks enable children to be close to nature and observe creatures, such as mini-beasts in their natural habitat. This is fundamental to children’s learning.”

This initiative, a partnership between the RSPB, Field Studies Council and the Wildfowl & Wetlands Trust, sees them open the doors to all their teaching sites and centres.

Between them each year they welcome nearly a quarter of a million children and young people to their centres providing outdoor learning facilities to schools and universities.

At RSPB Pulborough Brooks they provide opportunities for 3,500 children who take part in the field teaching programme each year.

The reserve also holds the Council for Learning Outside the Classroom’s Quality badge – a kite mark recently introduced to demonstrate the high quality of outdoor learning that takes place as well as their health and safety procedures (note 2).

Despite all the evidence about the positive impacts contact with nature brings to a child’s education, health and wellbeing, many children are still missing out on these crucial experiences.

The RSPB, Field Studies Council and the Wildfowl & Wetlands Trust believe that every child should have regular contact with nature, whether in their school grounds, local environment, further afield, or with family and friends.

Crawley MP Welcomes Governments Consultation On Immigration & Settlement

Henry Smith MP has welcomed the Government’s consultation on settlement designed to break the automatic link between temporary routes and permanent settlement.

Under the previous Government almost anyone who had been working in the UK for five years is eligible to apply to stay permanently. Breaking the automatic link between temporary routes and permanent settlement will help reduce net migration down from the hundreds to the tens of thousands a year.

Henry said:

“Time and time again, whether on the door-step or through emails and letters I receive, it is clear that Crawley residents have been deeply concerned by the virtually unchecked immigration into the UK under the previous Government and are unsure as to why local employers require workers from overseas when there are people looking for work locally in Crawley.”

“This Government has already capped economic migration, reformed the student visa route and introduced a dedicated police border force. Ministers insist that these actions will reduce net migration down from the hundreds to the tens of thousands a year. In addition, by tackling open door immigration, I believe we help tackle peoples’ fears and therefore deny extreme political parties any further footholds.”

Local MP Welcomes Hundreds Of New Jobs For Crawley

Henry Smith MP has today warmly welcomed Siemens’s announcement that 2,000 jobs are to be created as part of a contract to build 1,200 new carriages for the Thameslink route as part of a £6 billion upgrade of the key connection. As a result of this deal, depots for the new trains will be built at Three Bridges and also in north London.

Commenting on the recent revelation, Henry said:

“I congratulate Siemens for seeing the potential of Crawley as a place to expand their business with a skilled workforce, great place to live and good transport connections.

“Over 600 new jobs will be created for Crawley which clearly represents a vote of confidence in the town and is an endorsement of the local economy.”

This announcement follows reports on Wednesday that UK unemployment numbers have fallen by almost 90,000 in the three months to April this year, the most significant fall in over a decade according to the independent Office for National Statistics.

Unemployment has also fallen in Crawley, on which Henry Smith added it was: “Cautiously welcomed, whilst appreciating it’s 100% of a problem for those without a job.”

Generations – A Celebration of the Musicals (and the hunt for Oliver!)

The Opera Club of Reigate & Redhill will be performing at the Hawth Theatre in Crawley for one night only on Friday 17th June  @ 7.45pm. “Generations” is a celebration of musical shows that the Opera Club of Reigate & Redhill has performed over the years. This award winning amateur company and its cast have wowed audiences throughout the South East at theatres, outdoor events for the National Trust and at various charity concerts.

“Generations” boasts a cast of nearly 70 members of the Company covering a wide age range of 7 to 70+. There really is something for everyone to enjoy.

The show promises to be highly entertaining and an opportunity to see some productions that have never been performed before.It’s also a chance for all aspiring performers Young and Older to see the company in action and then join them for Oliver. This show has only just been made available again after its successful run in the West End and the Opera Club have been very lucky to secure a license to perform it before it goes on tour in 2012. So if you fancy the opportunity of playing Oliver, The Artful Dodger or indeed any of the other loveable rogues come and see The Opera Club at the Hawth and find out more about joining them. The hunt is on to find Oliver and the Dodger!

Act One begins with a Gilbert and Sullivan section with a new storyline expertly constructed by Alison Cooper, an established Director and seasoned performer in her own right. Alison has been responsible for directing numerous shows for the Opera Club including her award winning Scarlet Pimpernel and many innovative G&S shows. The story takes place at a village fete and book signing and features songs from various well loved Gilbert and Sullivan Operettas

Act One continues with a section from our Youth members, every one of them under 25 and some as young as 8. The emerging talent has been skillfully directed and nurtured by Fiona Thompson a member of The Opera Club and now working professional actress and singer. The section will feature excerpts from the Wizard of Oz, Avenue Q, West Side Story, Rent and Hairspray.

Act 2 presents some of the recent successes of The Opera Club, together with a taster of what we will be doing in the future. The section features members from the whole of the company and has been directed by Kevin Hogg and Sarah Esser. Both these directors have a long established record as performers as well as directing successful full-scale productions at theatres within the local area. The shows presented will include Children of Eden, The Scarlet Pimpernel, Sweet Charity, Chess, Disney’s Hunchback of Notre Dame and our next full scale production Oliver.

Crawley Folk & Beer Festival 2011 – The Perfect Summer Weekend

What could be better on a warm summer’s day than sitting outside in beautiful woodland surroundings listening to great music and enjoying a pint! Crawley’s 20th annual Folk and Beer Festival offers all this and more from Friday 24th – Sunday 26th June at The Hawth.

All ages will find something to entertain them at this family friendly fest. There are free performances from Spare Parts who play fiddle and concertina, blues from Cajun Dawgs, alternative folk from 4Square, contemporary Irish music with Ciarog plus free workshops in music, song and dance all leading up to the Festival Bal (ticketed event) on Saturday evening. Everyone will enjoy the free colourful dance displays in traditional styles and Morris dancing and then how about enjoying food from around the world at one of the many refreshment stands.

Crawley MP Backs Bill To Create St George’s Day

Crawley’s local MP, Henry Smith, has today backed a Bill put before Parliament to introduce St George’s Day celebrations for England.

Henry explained:

“I feel that, as a country, we are all too quick to point out the divisions and difficulties and far too slow in celebrating our commonalities and our heritage. I believe that our English national holiday, St George’s Day, should be officially established in a similar way to the fact that St Patrick’s Day is celebrated in Ireland and elsewhere.

“Last month I took part in St George’s Day community events, including the Scout and Guides parade from the Memorial Garden to Queen’s Square and the Shakespeare reading. Next year I would like to see the parade extended to the High Street too.

“It is time that we celebrate what it is to be English, Welsh, Irish or Scots. It is right that the English public reclaim the symbol of patriotism from some extremist groups and use it for purposes of union and not of division”

Crawley MP Applauds Tesco’s Contributions To Local Schools & Clubs

Henry Smith today welcomed news that Tesco has invested £30,849 worth of ‘Tesco for Schools and Clubs’ equipment into local schools and clubs over the last year.

Henry said:

“Crawley is in the top fifty places nationally in which Tesco has invested the most into.

“I want to congratulate the community-minded spirit of locals for collecting so many vouchers at the till and to thank Tesco for the scheme. Over a million were collected last year, and I would encourage people to keep it up this year until the deadline on May 8th. So if they’re hanging around the house or kicking around the car then now’s the time to drop them off at your participating school or club!”

Tesco’s Government Affairs Director, Ben Coates, told Henry:

“For the first time, we are encouraging customers to choose a local school or club to receive their spare vouchers, by setting ‘postboxes’ in Community Champion stores.  We hope this will contribute to even more equipment being distributed than the 440,000 items worth £9.3 million we gave nationally in 2011.”

PM Joins Carwley MP in Congratulating Crawley Borough Council on Council Tax Freeze

David Cameron earlier today joined Crawley MP, Henry Smith, during Prime Minister’s Question Time to congratulate Crawley Borough Council for freezing council tax.

Henry Smith said:

“Despite the Labour Party having dismissed our plan to freeze council tax as ‘a gimmick’, I am pleased that the decision of Crawley Borough’s administration to work with the Government to keep council tax at 0% will help make the burden of household bills a little more affordable as the economy recovers.”

Henry continued:

“It makes a mockery of local Labour Party claims that the Conservative Town Hall budget ‘hurts’ Crawley people.”

The Queen Confers Award On Local Company For Outstanding Achievements In International Trade

In celebration of her 85th Birthday, Her Majesty the Queen has issued as local company, Aerotron Limited, with the Award to Industry for outstanding achievements in International Trade.

Crawley MP, Henry Smith said:

“This is the second time that the Queen’s Award to Industry has been conferred upon Aerotron Limited in this category and it is a testament to the hard, dedicated work of the company’s staff in ensuring that Crawley is seen as an international location for business and that Britain is seen as ‘open for business’ abroad.

“The Prime Minister only yesterday emphasised the need to sell ourselves abroad and the need to be much more competitive internationally – Aerotron Limited is clearly an example to others in this respect.

Crawley Community and Voluntary Service (CCVS)provides invaluable advice and support to local charities, voluntary organisations and community groups. Now you can help us help others just by going shopping. We have teamed up with one of the UK’s largest shopping destinations so local people can support the work of CCVS on eBay.

eBay.co.uk is the largest e-commerce site in the UK.  Individuals and registered businesses can use the site to buy and sell items and it is estimated that eBay has approximately 18 million unique visitors.

CCVS is one of almost 5000UK charities that are currently registered with eBay for Charity which helps charities and their supporters raise funds by trading on the eBay marketplace.

Crawley MP Welcomes West Sussex Health & Wellbeing Board

The Department of Health has announced that West Sussex will be the first to experience NHS Reforms under the Government’s plans which are due to come into full effect across the country in April next year. “Greater democracy over the Health Service will mean more accountability and therefore efficiency,” said Crawley MP, Henry Smith.

Henry continued:

“The West Sussex Health & Wellbeing Board will help remove divisions between the NHS and local authorities and give local residents a greater say in the health services which they receive.  This will assist in bridging the divide between health, public health and social services.

“The Board will meet in May and first on the agenda will be to discuss how to allocate the additional £8.9 million funding which I announced just before Christmas last year for social care.

“The Board will ensure greater coordination and cooperation between different health related services to ensure that those most in need receive the targeted assistance which they require.”

Crawley MP Welcomes Government Cap On Immigration

Henry Smith has today welcomed the Government’s cap on immigration. The limit will help reduce net migration down to sustainable levels.

In response to the Home Secretary’s recent announcement, Henry said:

“Time and time again, whether on the door step or through emails and letters I receive, it is clear that Crawley residents have been deeply concerned by the virtually unchecked immigration into the UK under the previous Government and are unsure as to why local employers require workers from overseas when there are people looking for work locally in Crawley.”

Under Labour, immigration was out of control with over two million people arriving in the country to live in a short space of time. The Government is taking action to bring down the level of immigration by addressing all visa routes. The cap on economic migration will limit the number of people UK employers will be able to bring in to work in skilled professions. This will reduce the numbers entering via this route by a quarter compared to Labour’s last year in office. The cap on economic migration will protect the business and institutions which are so vital to our economy. There will be an extra thousand visas for people of ‘exceptional talent’ to ensure that the country remains open to the brightest and the best.

Other changes will ensure that the investors and entrepreneurs who can play a major part in our economic recovery will continue to find the UK an attractive destination.  Labour admitted they swept the issue of immigration ‘under the carpet’ – in fact they buried damning reports which revealed their failures. Now Labour claim to support ‘controlled’ immigration yet they attacked the cap on economic migration and refused to support the Government’s reforms to the student visa route.

This Government is committed to controlling immigration. They aim to reduce net migration down from the hundreds of thousands to the tens of thousands a year.

To achieve this as a nation we need to address all visa routes and the Government has:

• capped economic migration;

• reformed the largest route, the student visa system, and clamped down on widespread abuses – with an expected fall in student visa numbers by up to 80,000 or a quarter of the current total; and

• taken action to break the link between temporary routes and permanent settlement, and to address the family visa route.

Henry continued:

“Under Labour, immigration was out control and net migration reached unsustainable levels.  That’s why this Government aims to bring net migration down to the levels of the 1990s – the tens of thousands rather than the hundreds of thousands.

“Government reforms to reduce immigration will overhaul all visa routes.  I believe employers must look first to people who are out of work and already in this country.

“Labour admit they swept immigration under the carpet – so it’s a shame they refuse to support the Government in putting right their mistakes.

“By tackling open door immigration, I believe we also help tackle peoples’ fears and therefore deny extreme political parties any further footholds.”

Crawley MP Welcomes New Homes Bonus For Crawley

Henry Smith today thanked the Housing Minister, Grant Shapps MP, for recognising the need in Crawley for additional housing at a time when such needs have been allowed to fall by the waste side for too long.

Henry said:

“The £48,000 New Homes Bonus for the next year will provide the financial incentive needed for Crawley Borough Council to deliver housing growth.  The New Homes Bonus means that for each addition to the housing stock, in the Crawley area, including those brought back into use, the council will receive match funding for the council tax paid for each of the next six years. It will be able to use the money in whatever way it likes and in particular to make the development more acceptable to local people.

“For the first time, it will ensure that the economic benefits of housing growth are more visible to the local authorities and communities where the growth takes place.  The Government is also investing £4.5 billion in affordable housing. Up to 150,000 new affordable homes will be provided over the spending review period.

“Over the next two years, the Government has similarly recently announced the FirstBuy scheme, worth £250 million, which will help 10,000 prospective first time buyers purchase new build homes, providing a shot in the arm for the construction industry.

“I congratulate Crawley Borough for starting to build new council homes for the first time in over a decade and with more planned in the pipeline.”

BBC Watchdog Galvanised Into Investigative Acton By Crawley MP’s Stand Against Unscrupulous Private Parking Firms

Henry Smith’s stand against an irresponsible parking firm in Crawley has prompted last night’s BBC Watchdog investigation report into the experiences of motorists, including many local residents concerning the behaviour of rouge private parking firms.

Henry said:

“BBC Watchdog got in touch with me recently concerning cases of abuse by private parking firms which I have been receiving from across Crawley and the country following my submission to Parliament of my Consumer Protection (Private Car Parks) Bill.

“I have been in touch with the numerous local Crawley residents who have fallen victim to such unscrupulous behaviour and have passed on all of the cases of those residents who were happy for me to release their details to BBC Watchdog.

“Private parking firms secure the details of the registered keeper of a vehicle through the DVLA.  I have recently received evidence to demonstrate that between January 2009 and January 2010, one million such requests were made despite there only being just over 40 million UK vehicle records held by the DVLA – this means that almost one in every forty vehicles each year could be being penalised by such private operators with virtually no meaningful protections in place to protect them.

“I have received letters from concerned motorists across the country who have fallen victims to a minority of rouge, privately operated car parks through intimidating correspondence by demanding payment when no breach of parking conditions has in reality occurred.  These firms take advantage of a loop-hole in the law and that’s why I’ve introduced a Private Members Bill to Parliament to protect consumers by ensuring local councils have the power to licence their operation.  Various local councils have backed my proposal which is self-financing through a small levy on the private parking operators themselves rather than an additional burden on the taxpayer as would be the result through any regulatory initiative.”
